He was born in Derince, Kocaeli, in 1969 and graduated from the Department of Public Administration at Istanbul University’s Faculty of Political Sciences.<br data-start="799" data-end="802"> Following his academic career, he held senior executive positions at Kocaeli Metropolitan Municipality and served as the Governor of Bilecik between 2017 and 2018.<br data-start="965" data-end="968"> He was elected Mayor of Kocaeli Metropolitan Municipality in 2019 and was re-elected to the same position in the 2024 local elections.

He serves as Deputy Chair of the Turkish Grand National Assembly’s Committee on Public Works, Reconstruction, Transport and Tourism, and as Chair of the Inter-Parliamentary Türkiye–Spain Friendship Group. He also serves as AK Party Deputy Chairman and Head of Local Governments.</p>

<p>Dr. Mehmet Hilmi Güler is the Mayor of Ordu Metropolitan Municipality.&nbsp;He was born in Ordu in 1949.&nbsp;He graduated from the Department of Metallurgical Engineering at Middle East Technical University, where he also completed his master’s and PhD studies.&nbsp;He served as Minister of Energy and Natural Resources in the 58th, 59th and 60th Governments of Türkiye.</p>
